Any fae creature can seal a promise, and do it often to either gain leverage over humans, or in the case of Huntsmen, to get unwitting or unwilling pawns for hunting Changelings. Even if he doesn't mean it, the Wyrd still takes his promise seriously, and if the Fae chooses to seal it, the dad either has to live up to that promise or suffer the consequences. The book's example of this is a dad saying to his son that the next time he comes late, he'll kick him out. This applies regardless of whether the intent is sincere, so. A seal only requires a fae being, Changeling or otherwise, to see or hear someone make a statement of intent. Starting with Sealing, which is the simplest form of a pledge. I'm not sure if that's doable anymore, however, so, let's get to that. On another forum, I stated the idea that you could create a criminal organization that was essentially immune to police pressure by making everyone in the group sign a pledge that murders them if they try telling the cops anything. Notably, doing services for others can help hide Changelings from Huntsmen because of the Wyrd, on top of that Pledges are a great way of building trust when they're magically enforceable. This is because Pledges are taken seriously by the Wryd, and a lack of seriousness on the part of the person making them is bad. To get started, the opening paragraphs about Pledges are about why humans should be careful about making pledges, but also why Changelings will use them. Now, I'm sure the writers had good reasons for this, but I'm stating this up front as I'm a little biased against the current direction of pledges.
